The short version: Emmer says the counties need to make sure there are equal numbers of ballots cast and voters signed in at the polls. Of course, that was already done — but not using the exact method the Emmer campaign wants. Emmer wants to compel the counties to reconcile the ballots again, but the court will rule that it has already been done once, which is quite enough.
